That's not a bug. More like a UX suggestion:

I have a site with two languages and if an entry is enabled in one language, but not another it is not indicated:

Looks like all languages are enabled:

Nope. One is disabled. Only indicated on the main button when clicked.

Wouldn't it be nicer if the main lightswitch would always be in the middle position as long as one or more entries are disabled?
