[Bug] PDM support missing

Description

The public domain mark (PDM) was supported by the legacy chooser Public Domain Mark (Wayback Machine).

The current Chooser results in a 404 for: https://creativecommons.org/choose/mark/ 😢

Reproduction

1. Visit https://creativecommons.org/choose/mark/
   • (redirects to: https://chooser-beta.creativecommons.org/mark/)
   • 

Expectation

Legacy feature should be supported or fail gracefully

Additional context

• The Chooser PDM URL is linked from resources such as Publicdomain-printer.pdf

Resolution

• I would be interested in resolving this bug.

This issue has been partially mitigated by:

• Production/Staging:
  • Redirect chooser PDM to public wiki sre-salt-prime#286
  • add second PDM redirect sre-salt-prime#290
• Development:
  • Update Apache2 to match production index-dev-env#75
  • add second PDM redirect index-dev-env#77
