API for submitting comments for DCPS facilities app
POST or GET comments.json to post/retrieve comments
A comment should look like

The API is live on Heroku at https://dcps-facilities-comment-api.herokuapp.com/
To install and run locally, you should be able to just
bundle install
rake db:migrate
rails s
