The 8.3.3 Landmarks section made me think of the possibility of having lists of graphics, tables, etc., where the user might want (or be asked) to go to quickly, similar as how the page list will work.

You typically wouldn't put those sorts of things in the landmarks. Like ARIA landmarks, the EPUB ones are meant to be a smallish number of key locations so that you're not overwhelming the user.

The navigation document already allows you to include lists of tables, illustrations, audio and video by adding additional nav elements with corresponding epub:type attribute values (lot, loi, loa, and lov, respectively). These are defined in the document navigation section of the epub SSV.
