Proa and cons of CORE skill CONSTITUTION.MD

What are the pros and cons of using the CORE skill's vs CONSTITUTION.MD directly putting those instructions inside adding those instructions to CLAUDE.md file within the ~/.claude directory? Note: the first option requires ingestion through hooks

• CONSTITUTION.md is documentation.
• CLAUDE.md always loads into context for every session, and can be use for ad hoc notes via #.
• Core/SKILL.md always loads into context via a hook that can be programmed by you to behave the way you want it to, for example, not loading for subagent sessions.
