Can't find drupal root / drush if composer's bin-dir isn't at the default location #15

We have composer.json set to have "bin-dir": "bin/" which appears to break drush-launcher's capacity to find drupal/drush. It appears to only check in vendor/bin

Would be nice if it could read that config to know where to scan for drush.
