Create Lat/Lon to Geometry Service

Customer's and drivers will be sending in their locations in lat/lon pairs, and we want to be able to translate those into the MySQL Geometry type

• Add an additional logical grid overlay to the Geo based on the volume of data, e.g. urban centers should be divided into a larger number of small grids, while rural areas should be mapped to larger grid areas.

Going to change this to use https://eng.uber.com/h3/ instead, but the premise is the same, i.e. map a lat/long into a specific hexagon region on the map for quick lookup and grouping, etc.
