Enable definition of new Delphi versions without recompiling CodeSnip

Presently every time a new version of Delphi (or FPC) is released details have to be added to the CodeSnip source code and a new release has to be made.

The idea is that CodeSnip will read compiler info from a text config file.

Maybe some earlier compilers may still have to be built in to source?
