Add support for git hooks and commit lint

It would be really interesting that deno supports git hooks and commit linting in its core, as It's a pretty common and useful thing to set up in repos, that can drastically help to work as a team.
I didn't really think about the best way to implement it, but I'll be happy to work on it if you believe that this could be useful!
