Add "Chat ID and Setbot/rembot" feature from V3 to V2

In V3, the SetBot features work very well.

For V2, it would be great if:

The SetBot system is made optional → if SetBot is configured, it will be used; if not, the main bot will handle the request.

This approach gives flexibility to users while keeping compatibility with the main bot.
