Review and update COPTR integration

I would like to include the formats-to-software associations from COPTR into the Format Index. But the COPTR integration is currently switched off because COPTR is running an old version that pywikibot does not support (I think). We should...

• Check that the pywikibot approach can't be fixed.
• Look at using regular XML dumps instead, with [mwxml]|(https://github.com/mediawiki-utilities/python-mwxml) and mwparserfromhell.
• Review the older COPTR issues (see sub-issues below).
• Integrate COPTR as a 'format registry' where format information has been added.
