Make Symphony installable and contributable by people outside this org: versioned binary, automated cross-platform releases, Homebrew, a hardened installer, license, and contributor docs. Dogfooded by Symphony itself.

Children are filed as individual issues labeled release. Dependency order: version → goreleaser → release-ci → { homebrew, install.sh }; license + contributing are independent.
