Add build-and-push workflow to publish coop-server, coop-worker, and coop-client images to ghcr.io/divinevideo/. Update CODEOWNERS for divine team, add semantic PR enforcement, update CLAUDE.md to reflect COOP as divine's production review surface with staging deployment notes.

No code changes. CI workflows are additive. Existing apply_pr_checks.yaml is unchanged.
Rollout Plan
Merge to main triggers the first image build. K8s manifests in divine-iac-coreconfig will reference the resulting images.
