PR #175 adds the negative HTTP-layer gate coverage requested in #169 and includes positive sanity checks for list and pattern-test. Follow-up: - add positive full-admin HTTP tests for create, update, and delete - keep the same real-router / real-handler test shape used in PR #175 - assert success on the mutation endpoints so the suite has full symmetry across the registered_clients admin surface This is non-blocking test-depth follow-up work.
