adding/editing tags to a patient

Expected: tags should be edited.
Actual: tags reset by editing.
**Suggestion/ Why it is problematic:**if there are multiple tags on a person, all of them would be removed by editing.

Hi tester, we expect and intend the tags to be constantly changing, e.g. in our use case of a psychiatrist, the mental state of a person is constantly changing. As such, psychiatrists should be able to easily edit all tags at once, through an override style editing command which is what our app currently has.

If not, we would instead require multiple commands to edit tags, e.g. addtag, edittag, deletetag. We believe this would make the app much more confusing and less user friendly, becoming a bug rather than a feature.

Thus, we choose to reject as we believe from the POV of the target user, psychiatrists, having our tag editing be done in an override style editing command is more intuitive and a better user experience.
