OpenApi doc is not generated at build time #61471

Describe the bug
The Open API document is not generated at build time, when NSwag.AspNetCore package is included in project. This is exactly the same as #59434, with the same steps to reproduce.

NSwag support is required, since I might want to use SwaggerUI, Redoc, or any number of other features based on the generated specification.
