Add CreateScopeForStatusCodePages to blazor templates #62842
Description
In #62624 we removed CreateScopeForStatusCodePages middleware from the templates when renaming parameter after API review due to problems with 2 sdk versions used in different pieplines in the CI. This PR should add it back, now with the new parameter name (createScopeForStatusCodePages).
