Updates to tag support policy for end-of-life .NET versions

The supported tags lifecycle policy has been updated to bring it more in line with .NET's official support policy.
According to the .NET support policy, end-of-life (EOL) refers to the date when Microsoft no longer provides fixes, updates, or technical assistance for a version of .NET.
The key changes to the supported tags policy are as follows:

• Tags will no longer be supported once the .NET version they reference reaches end-of-life (EOL). Previously, EOL .NET version tags would continue to be maintained until the next .NET servicing date.
• Unsupported tags and images can still be pulled, but they will no longer receive updates for any reason.
