Should SpanBasedStringBuilder be made generally available?

I'd really like to see SpanBasedStringBuilder be made generally available. I'm curious to know what everyone else's thoughts are...

It's published as part of the Microsoft.NET.StringTools NuGet package already.

@baronfel Yes, I see that but your statement here implies that MSFT still considers it an internally used package. If this is no longer true, please consider changing the README.

At this time, this is primarily an internal implementation detail of MSBuild and Visual Studio and we do not expect other consumers of the package. If you think you might like to use it, please start a discussion at https://github.com/dotnet/msbuild/discussions to let us know your use cases.
