[Android] Investigate SslStream_RandomSizeWrites_OK test timeouts on Android API levels 21-27

This is a follow-up to #111858 and #111312
Possibly related to #104726

The System.Net.Security.Tests.SslStreamNetworkStreamTest.SslStream_RandomSizeWrites_OK test timeouts with all inputs when tested on Android API levels 21-27 for some reason. The test succeeds with all inputs on Android API levels 28-34.
