Similar to #47071

The dotnet-sdkplaceholder installers (msis) are onyl meant for VS consumption. They are redistributes inside the VS.Redist.Common.NetCore.SdkPlaceholder package and therefore the installer don't need to get published. We should avoid that to save storage.

The work here would mean not generating the installers under ArtifactsNonShippingPackagesDir. Any other directory that doesn't get published is fine.
