feat: Jira Integration - pull task information from configured jira workspace

This will require:

• New app config for setting up the integration (such as access tokens)
• New action to create the message based on a ticket number
• Fetching the ticket information from Jira

There should still be a way to create the message manually as it is today.

A few things that might be cool as future improvements of this:

• Select a list of tasks, in order (voting sessions are programatically created after the previous one is ended)
• Automatically update the Jira task with the points when voting ends
• Extra task information in the sidebar (maybe it should be another app?)
