Command proposal

The resource SqlRSSetup should be refactored using the command Install-SqlDscReportingService.

Proposed parameters

Same as currently or any bnew available in the command.

Special considerations or limitations

If possible maybe we can have InstanceName different for Reporting Services and BI Report Server so the same resource can be used and skip the suggestion in issue #2069.

Could it be that in the registry the instance name is set to SSRS for Reporting Services and PBIRS for BI Report Server? Yes it does, so that means we could use the same resource to install both, we just have the key property InstanceName set to either SSRS or PBIRS.
