roller should require operators running mainnet infra to provide with hub and da endpoints

currently we have default public endpoints.
those endpoints have proven themselves unreliable.
upon every infra component initialization (relayer, eibc, sequencer, full node etc), in case not provided before, roller should ask to provide private endpoints (with link to blastapi or relevant DA production endpoint website).
