Request to replace dispatch mission intro voice file for Wolcott Projects mission

Per the SEF release notes in ALLCHANGES.md, there is a known issue in the Wolcott Projects mission, where the dispatch mission intro voice file states the wrong address for the mission location (1210 Canopy Road instead of 1302 Blakestone Avenue). Per the discord thread at https://discord.com/channels/229849583822438405/229850810777862144/1400878558208987317 I managed to use AI voice cloner to touch up the dispatch mission intro voice file to make it to say the correct address per the clip below:

This ticket is written as a request to the mod development team to incorporate the attached zip file below and use the extracted ogg file to replace the original ArmsDealLoad_dis.ogg file as part of future mod releases.

Credits

In case this change runs afoul of applicable policies regarding AI generated content, I want to list out the following parties that generated the new voice file for the fix:

1. I personally started the process and generated the ogg file and used tools from https://www.audacityteam.org/ to add basic radio sound effects and sped up the speech to add urgency.
2. The AI voice cloner tool used to generated the speech is https://www.minimax.io/audio/voices-cloning.
3. The source of the voice used to train the AI is approximately 22 seconds of dispatcher voice sample taken from Arms_briefing.ogg from the original SWAT 4 audio files (4.345 seconds to 27.954 seconds).

It mostly sounds good. A few requests:

• Please provide a lossless WAV file if possible.
• The "truck one" part sounds too rushed, like she's saying it as one word ("truckone"). You might try adding a comma, space, or dash between those words in the prompt. Likewise, I think a tiny additional pause between "one" and "responding" would sound more natural.

The EQ isn't quite right, but I can tweak that.

I notice that you've changed "responding to staging" to "responding to CP"; was that intentional?

Replacing "responding to staging" with "responding to CP" was intentional on my part. This is due to one detail in Arms_briefing.ogg where the dispatcher said the mission staging area is at 1210 Canopy Rd. "Responding to CP" is my workaround to address this discrepancy.

I will see if I can improve the audio per your suggestion when I have time.

As for your feedbacks: I played around with the prompts, and the thing about AI is that it doesn't really understand subtlety in texts, as in it will almost always purposely stress (even out right pronounce!!!) punctuation marks and line breaks, while mostly ignore empty spaces. I managed to generate one more clip with the least amount of purposeful stressing (ArmsDealLoad_dis_AI_5.wav) as an alternative option in the zip file before I ran out of free credits on the AI tool.

To add more confusion to the matter, the VO script provided by base game file says it should be spoken as "Adam, Boy, Truck 1 responding..." instead of "Adam Boy Truck, 1, responding...", which just drives the AI nuts with the extra stress on the comma.
