Equipment screen "TAB assign to element" function works the same as "Loadout assign to element" function

This issue is a follow up to beppegoodoldrebel/SEF_FR#41 in FR mod since FR mod use SEF as code base.

Basically the "assign equipment TAB to entire element" functions works the same as "assign equipment load out to the entire element" function, despite the equipment screen UI is stating otherwise. To reproduce the issue in SEF v7.2:

1. Make change to any equipment tab to any member of the team (I test it out using both the Lead and Reynolds, and made changes to either the weapons or the protection tab)
2. Use the "assign tab to an entire element" function on the bottom left of the equipment screen (I did not touch the "assign load out to an entire element" function on the bottom center of the equipment screen)
3. Do a quick verification of each team members' loadout without making any more equipment changes - the UI states only the tabs are being updated, not the entire loadout.
4. Start the mission.

Expected result: All teammates should have equipment loadout as displayed by the equipment screen UI.

Actual result: All teammates now uses the same load out, which is different from the loadouts displayed on the equipment screen UI.
