Publishing the .NET Standard version to NuGet

Hi, I have a library I am writing at the moment where I would like to be able to use QuotationCompiler but the only published version on NuGet is the .NET Framework version. I noticed that in the code now that the library is .NET Standard, would it be possible to publish that version or is not ready to use yet?

Also, I noticed that you have been making a lot of contributions now to FSharp.Quotations.Evaluator. Does that library include all the performance improvements you made here? Or is QuotationCompiler still faster?

It doesn't quite work yet, it's pending .NET Core support from FSCS c.f. dotnet/fsharp#7912

I haven't had the time to look at fixing .NET Core support yet, and it's unlikely that I will in the near future :|
