Support `applies_to` in additional directives/components

Summary

Allow tagging for additional components to maximize metadata-based automatic processing at build time. This changes the current guidelines suggesting to use prose:

• Tabs
• Annotations
• Officially using inline for bullets

To compensate for the additional visual burden caused by replacing prose with tags, introduce lightweight icons, smaller badges, or a prose treatment that supports automatic processing, for highlighting low-level changes (anything not page or section level).

Requirements

This ticket is specifically for the docs eng implementation of new syntax and new designs. However, all team requirements are listed below for posterity.

Docs team

• Work with a designer to develop lightweight badges (possible starting point here)

Docs Eng

• Alter the syntax of all identified components
• Implement new designs

Writers

• Work with eng and design on badge design and component syntax
• Rewrite applies_to guidance
