The Tooltip component has been deprecated in Blueprint in favour of Tooltip2.

Old Tooltip component with deprecation message: https://blueprintjs.com/docs/#core/components/tooltip
New Tooltip2 component: https://blueprintjs.com/docs/#popover2-package/tooltip2
