Running `yarn test:storybook:update` in `packages/shared-components` fails

Steps to reproduce

1. Install element-web per its development guide.
2. Navigate to packages/shared-components.
3. Run yarn test:storybook:update.

Outcome

What did you expect?

There should be no error, and the playwright snapshots should be updated.

What happened instead?

docker: Error response from daemon: failed to create task for container: failed to create shim task: OCI runtime create failed: runc create failed: unable to start container process: error during container init: exec: "/work/node_modules/.bin/test-storybook": stat /work/node_modules/.bin/test-storybook: no such file or diretory
