Uplift to Substrate 1.0 Release

Recently the Substrate repository was merged into thePolkadot SDK repository.

With this merge came the release of Substrate 1.0. We should uplift our Substrate dependencies to that release soon-ish to avoid any headaches associated with migrations, API changes, etc.

This would be especially important to do before any sort of stable devnet or testnet is required so we can avoid dealing with migration code.
