Add ability to get all request headers in golang cluster_specifier plugin

Description:
At the moment, the golang cluster_specifier plugin can get the value of a single header key.

It would be good to be able to iterate over all the headers.

This is possible with the golang http filter plugin.

So this ticket amounts to applying the same functionality to the cluster_specifier.
