installation-configuration.service starts running even before baking

When the MCs get applied, installation-configuration.service starts running immediately. I'm not sure whether it causes any concrete issues right now, but we should avoid it, it's asking for trouble.

For now it looks like it's simply waiting for the ISO so it probably doesn't cause any damage

I think this happens because the node get restarted, we need to check if there's a way to apply the MC but avoid the reboot.
