[Tracking] Interop DoS Protection

This ticket represents the work to have a secure denial of service resistant interop topology. ethereum-optimism/design-docs#218 proposes a topology alongside action items that will give us confidence in an interop cluster being safe to deploy

• Add a check from within proxyd to filter out invalid messages on ingress, see interop: change proxyd to check tx access-list #14903
• Create a caching with timeout client for supervisor to be used in the mempool + builder. This alleviates the issue brought up by @axelKingsley in https://discord.com/channels/1244729134312198194/1251353953107578970/1354180358282936391
• Put an interval check in place in the mempool to invalidate transactions. This helps to reduce risk when not running the block builder checks in production
• Adding a backpressure feature like described in txpool: provide back-pressure on invalid interop transactions op-geth#496
