The deploy.yml workflow is failing in free-pascal-test-runner

The build-and-push-image job errors with:

Error: buildx failed with: ERROR: failed to build: failed to solve: failed to push exercism/free-pascal-test-runner:latest: push access denied, repository does not exist or may require authorization: server message: insufficient_scope: authorization failed

I've done some work, now @iHiD needs to merge exercism/terraform#137 and then run terraform. Once that is done, this workflow can be re-run and it should be all fine (it should already be on dockerhub now BTW).
