Describe the bug
After a restart, all of my system tray apps are pinned.

To Reproduce
Steps to reproduce the behavior:

  1. Pin some system tray apps.
  2. Restart your computer.
  3. Wait for apps to start.
  4. See them all pinned.

Expected behavior
The system tray apps should be left as they were set.

Some apps are not pinned. These apps are not pinned as soon as they start and include Malwarebytes, Seelen UI, and Powertoys. They are the same every time.

I definitely used the exe installer.
