Penguin Software's The Graphics Magician has a Picture Painter app that allows you to create drawings for use in graphical adventure games. (Disassembly and discussion is here.) We could support this with a separate editor.
While many of the lower-level routines would work, the actual editor application would need to be significantly different. The basic layout could be re-used, but would have some significant differences.
The 1984 release of TGM had editors for standard hi-res and double hi-res, with some mechanisms in place to make it possible to design for one but display in either on the end-users machine. It's unclear whether we would want the primary design space to be HGR or DHGR.
