One button, rerun all given filter in jobs table for the Frontend

Description of the issue

Users will likely want to change a single value and rerun a set of runs, we should facilitate rerunning many runs.

When a filter has been applied we should enable users to mass rerun previous runs with the current active ruleset.

There is no set design as to how this should be implemented at this time and should be thought about by the developer assigned and discussed as a team.
