abstract: Planning of transportation infrastructure is built upon an established set of planning methods to estimate the need for and specifications of roads, amongst others. The abstraction from the real world as needed for applying clear planning tools has grown to considerably differ from the complex urban fabric of activities underlying the transport demand, such as food distribution, commercial activities, education networks, health, etc, especially in busy metropolitan areas. Inclusion of new parameters and use cases in design poses new methodological challenges. The socio-cultural context of urban areas provides for meaningful explanations for the use of urban infrastructure. The cultural context determines the expectations placed on the infrastructure by the people. For example, accessibility for the elderly and children, security and availability.<br><br>Rapid urbanisation and increased economic inequality in cities has provided additional parameters to understand the longevity and contribution of transport infrastructure. The use of new methods such as the availability of real time data, sensor based data and additional social network analytical methods can provide new insights to understand the needs of the urban masses. Transport infrastructure needs to cater to local needs and become part of a larger ecosystem of a city. In this work we outline a new methodology to use games and simulations based upon city sensing to include stakeholders ignored by the traditional planning processes.

abstract: Amidst the all-encompassing enthusiasm for growth and progress, the rapid pace of urbanization in India brings with it the challenges of inequality and inequity, including those related to dispossession and displacement of the urban poor, which need to be addressed. The city government of Bengaluru forcibly evicted over 1,500 families from Ejipura/Koramangala in January 2013. A human rights-based 'Eviction Impact Assessment' study was carried out between June and August 2015. The study was a collaborative effort of Housing and Land Rights Network, Delhi; Forum against EWS Land Grab, Bengaluru; and, Fields of View, Bengaluru. This report presents the findings of the study, documents the current living conditions of the displaced families four years after their forced eviction, and presents recommendations to the Government of Karnataka.<br><br>Released on 29th July 2017.<br><br>Collaborators&#58; <a href="http://hlrn.org.in/">Housing and Land Rights Network</a>, Forum against EWS Land Grab.

abstract: <p> On March 25, 2020, India went into a nationwide lockdown to control the spread of COVID-19. All economic and social activities, except essential services, were halted. While the lockdown adversely affected the society at large, it more specifically had profound impact on the vulnerable groups including daily wage earners, migrant workers, slum dwellers, homeless, people with disabilities, senior citizens, among others, across the country. Many suffered loss of livelihood, putting them into distress from hunger and loss of shelter. For instance, in the southern Indian state of Karnataka, various studies suggested that more than 70 per cent of the contract workers in the private sector became unemployed. Workers, especially migrants, were running out of money to pay for their rent or to buy food. In response to the crisis, the Government at the centre and state level announced number of measures including fiscal and tax policy, economic stimulus, livelihood policy, healthcare, trade among others. </p> <p>In this report, we document the relief efforts undertaken in Karnataka, by the various state and non-state agencies, including how they collaborated in their efforts. Data for the study was gathered from a sample of 232 non-state organisations who worked across the state in providing relief, based on interviews and focus group discussions, to understand the context and the landscape of relief efforts.</p> <p>Results show that majority of the non-state organisations focused on providing relief to the vulnerable and mar- ginalised groups (85 percent of the organisations), and more than half of them (55 per cent) provided relief to the migrant communities. Further, around 64 percent of the organisations served local communities and 68 percent served informal workers. In terms of categories, it was observed that relief provided majorly included cooked food, dry rations, medicines, and economic relief. Further, analysis of the information and material flows revealed that relief operations adopted different approaches based on vulnerabilities stemming from material or psychological distress.</p> <p>The cascading effect of COVID-19 on the global Sustainable Development Goals (SDGs) indicated the long-term impacts of the pandemic. In response, the report substantiates targeted strategies for inclusive development to fos- ter achieving the SDGs. The relief efforts demonstrated how decentralised networks for information exchange and dissemination proved to be resilient and provided greater utility for relief workers. The distributed nature of resource flow in relief operations suggested that the robustness of distributed system offers immense potential to develop as a model for collaboration for future relief operations.</p> <p>Collaboration between the state and the non-state organisations, in the form of distributed hub-and-spoke model emerged as the optimal model for providing relief. The adoption of Standard Operating Protocols (SOPs), co-cre- ated by the state and non-state organisations can help make the information and material flows more efficient. Further, a non-intrusive feedback mechanism with multiple command centres and central coordination would enable the model to be more adaptive and responsive to the changing needs on the ground. In order to strengthen such decentralised networks, empowering local governments with adequate financial resources, decision-making powers and creating pathways for citizens to participate in governance systems, would be prudent.</p>

abstract: In 2020, India witnessed a national lockdown to mitigate the spread of COVID-19, heavily impacting access to food and livelihoods, particularly for the country’s most vulnerable groups. An estimated hundred million workers lost their jobs between April – May 2020 due to the imposition of the lockdown. In 2021, the second wave of COVID-19 further ravaged India with an increase in the infection rate, symptoms and severity.<br/><br/>In this report, we first map the landscape of relief provided in Karnataka during the second wave. Owing to the sudden lockdown, relief during the first wave was majorly focussed on providing dry and cooked food. During the second wave, however, the most significant demand was for health-related facilities, such as beds, oxygen concentrators, medicines, etc. Triage and teleconsultation services were also offered to minimise infection transmission. Other relief efforts involved setting up of COVID Care Centres, vaccination camps and conducting education programmes in public schools and anganwadi centres.<br/><br/>During the second wave, in Karnataka, similar to the first wave, government agencies and non-governmental organisations came together to address the surge in the demand for relief. The nature of relief efforts provided by the government and the NGOs in Karnataka and their interactions during the first wave has been previously documented through a report by the authors, GIZ, and the RDPR department. The full report may be accessed online here. In this report, we analyse the nature and efficacy of ad-hoc networks created to manage both information and material flows during relief operations. NGOs, CSOs and volunteers along with government departments coordinated the implementation of relief efforts, created awareness materials, collected data for dissemination and set up processes for teleconsultation. Various trust-building measures were also initiated by the government to improve the work processes between the government and the non-government actors. There was an increase in the use of technology to improve relief efforts. Though WhatsApp was mainly used for communication, the Sankalpa platform, created by the RDPR department, was used for gathering relief requirements and displaying public documents.<br/><br/>The severity of the second wave caused immense emotional and psychological strain among the relief providers. A common challenge highlighted by the interviewees was the fatigue and the emotional stress during the relief efforts. Rapidly spreading misinformation, lack of real-time information and unequal resource availability were a few other challenges that hindered the immediate supply of relief.<br/><br/>The analysis of the relief efforts in the report underlines the need to make the sharing and access of information and resources more equitable. There is an urgent need to improve capacity in the system to deal with such a public health emergency. Building resilience among the community and strengthening institutional processes to deepen collaboration between actors must form the foundation for future disaster preparedness. Institutional processes can be strengthened through specific SOPs for public health emergencies; providing adequate public health training to medical professionals; strengthening existing actor networks; and putting in place mechanisms to generate actionable data.
