Bug: File names for Japanese zips aren't shown correctly on Chinese language

What feature or improvement do you think would benefit Files?

My windows is in simplified Chinese locale. Currently, when opening zip files produced by Japanese users, file names will be garbled.

Requirements

When opening zip files, the user can choose which encoding to use for reading file names.

Further idea: let the user choose which encoding to use when creating a .zip file, and use UTF-8 by default so that it won't become garbled when opened on another locale

What happens when you browse the archives in File Explorer?

Do you mean the explorer.exe shipped with windows system?

They are shown as incorrect Chinese characters, but they should be Japanese hiraganas.

Looking from what FE shows it decodes as UTF8 while it encoded as ShiftJIS.

Segoe UI doesn't have set of those kanji, it shows as question symbol.
