Same as #12452

Speculation:

The issue was caused by enforcing Authentication (Beta) in App Check section, but later was solved as the Authentication (Beta) was removed from the App Check section.

Now it is back with the name Authentication (Preview) in App Check, and causing the same issue as in #12452
