Stacked prs rack up many commits

As I work through a gameplan, each pr seems to accrue commits from earlier prs. Im guessing we need to rebase onto the new base branch when a base branch changes?

@BrooksFlannery it is supposed to do this already, but not always great at it. That said v0.9.0...main should address it. I'm sure more fixes will be needed. Keyword is "drift detection"
