Currently, if a WAF ACL is created for Cognito, updates to the CloudFormation template may remove this association.

Ideally, a field will be added to FormKiQ Core's CloudFormation template that will allow the user to specify the WAF ACL that is in use for Cognito.

Proposed name: WafAclForCognito
