Workflow flutter_upgrade creates PR with wrong target branch

https://github.com/fossasia/pslab-app/blob/flutter/.github/workflows/flutter_upgrade.yml creates a new PR when it detects a new Flutter version. This PR has "development" set as the target branch where "flutter" would be the correct target branch.

Creating a PR on the wrong branch possibly causes sourcery-ai to check 300 files (see screenshot / #2965).

This may be a reason why we hit the rate limit of sourcery-ai every now and then in case all of the PSLab projects share one rate limit.

That probably wouldn't increment the usage rate (much), since sourcery can't fetch the files.

Yes, you are right. I missed that it seems to abort the operation and does not check the 300 files it could fetch.
