Reimplement Statistics block

Per @harrislapiroff, this is functionality that never made it into the redesign and has to be reimplemented. To do: "sketch out the use cases so we know how to implement it. I think we always had big dreams for this block and never got very far on them. (Some of the capabilities are now accomplished by the data viz blocks)"

I think the most likely way we pursue this is as a new data viz rather that adapting the existing stats block. Here's some examples of the viz type on X:
