Settings Module

The only significant thing I see missing now is a setting module. Before I build one,are there any 0lans to add one? The key features would expect are an endpoint returning front end settings by tenant-user and adding server setting to the cache.

I will add it soon. Currently done with the Files Module, and working on the Notifications / Chat modules.
