Bug: Watch Later doesn't sync properly between Android and desktop

Reproduction steps

0. On Android add a video to Watch Later
1. Check Watch Later on desktop

Actual result

New videos added to Watch Later (from Android) shows up at top at first, then when I sync it with the desktop app those videos get moved to the bottom of the playlist, these videos do get synced to the desktop app, but some videos show up at top but those videos do not get synced to desktop.

Expected result

New videos added to Watch Later should show up at top and should be identical between Android and desktop.
