Bug: With KASROZ and ClearFlow layouts, most long-press keys are missing

Reproduction steps

1. Enable either the KASROZ or ClearFlow keyboard layout, then switch to it.
2. In Keyboard & Typing → Long-Press Keys & Spacebar, under Layout of long-press keys, make all key groups active in any order.

Actual result

All long-press menus only include the keys from the Language keys group.

Expected result

All long-press menus should include the keys from all groups, including Numbers, Symbols, Quick actions, Misc. letters from common languages.

I'm not sure if it's related, but the key hints for numbers and symbols don't work on these layouts, either.
