Port deletion got dhcp update error

When ACA got port delete goalstate from NCM, ACA will go to port deletion and dhcp deletion process.
But it got dhcp update failed, and cause the port deletion fail too.

Per our earlier meeting, this is probably caused by the inbalance of DHCP CREATE/DELETE states.

We obserevd that, out of the 29 DHCP states received, 10 are CREATE and the other 19 are DELETE, which is doomed to cause a failure.

A temporary solution will be, to ignore the failures of DHCP DELETE, to which I asked @DavidLiu506 to implement. However, the "correct" way to do it is to have Alcor sending correct states.
