How to disable compiling of CSS files?

I would like to use only one custom.css file.

You'd have to combine those upstream scss files (/templates/g5_helium/scss/) if you want them to compile as a singular css file. Typically though, if you're trying to optimize your overall css, you'll be using some sort of Joomla based caching plugin, or perhaps something at the server level, ie litespeed (LSCache for Joomla).
